Jacob Hochberg is a highly regarded political strategist and legislative advisor with extensive experience in both public policy development and political operations. Known for his leadership and expertise in navigating complex legislative processes, Jacob specializes in appropriations strategy, stakeholder engagement, and campaign management.
With nearly a decade of experience on Capitol Hill, Jacob has consistently demonstrated leadership in legislative development, stakeholder engagement, and political strategy. Along with serving as Chief of Staff to Congressman Henry Cuellar, he served as Associate Staff for the House Appropriations Subcommittee on Homeland Security, advising on funding decisions that impacted border security, disaster relief, and community development. Jacob also has deep expertise in political strategy, navigating multiple primary and general election challenges as Campaign Manager by executing multimillion-dollar fundraising campaigns and managing national media strategies that contributed to high-profile political successes. He also developed and implemented legislative strategies that advanced key policies, including securing $250 million in capital reauthorization for the North American Development Bank under the U.S.-Mexico-Canada Agreement (USMCA). Jacob also fostered relationships with industry stakeholders, government agencies, and political organizations, ensuring alignment between policy goals and legislative outcomes.
Jacob began his career as a Staff Assistant in the U.S. House of Representatives, quickly rising through the ranks to Legislative Director and Chief of Staff. His work in high-level congressional offices laid the foundation for his subsequent roles as Chief of Staff, where he was responsible for managing staff operations as well as executing complex political and legislative agendas.
Jacob worked for five Democratic Members over nearly a decade in the House of Representatives and worked closely with leadership in both chambers, collaborating with caucuses such as the Congressional Hispanic Caucus, Blue Dog Coalition, New Dems, and Congressional Progressive Caucus to advance legislative priorities.
Jacob's bipartisan work across diverse political and policy landscapes, combined with his deep knowledge of appropriations and legislative strategy, positions him as a leader in both public policy development and political strategy. His deep understanding of the legislative process, coupled with his strategic vision and ability to build consensus, has made him a trusted advisor and influential force on Capitol Hill.
Jacob is a graduate of Queens College, City University of New York with a BA in Political Science & Government and also holds a MA in Political Science from American University.
